SB4 under FSX reports +15,000 above actual flight level to ATC software data 
tag when flying above FL180, below FL180 datatag is fine. However infomation 
is correct in Servinfo and Vatsim who is online pages.

I was testing actual pressure at the aircraft location (SimConnect variable
"BAROMETER PRESSURE").  But in fact I needed sea level pressure since the result
was compared against 29.92.  This is SimConnect variable "SEA LEVEL PRESSURE". 
Fixed in CL 412.
